Wave 1 Is Never The Problem; Wave 2 Is!

The headline may be ironic, but do we have reason to worry about having difficulty finding wave 2 because of wave 1? We're getting steady reports of readers finding the Legacy Pack and TBS6 [SW40] figures at their local TARGET stores. The question is will we see wave 2?
